The device comprises positive electrodes, negative electrodes and a solar power generating system, wherein the solar power generating system comprises a solar cell panel, a solar controller and storage batteries; identical poles of the positive electrodes and the negative electrodes are connected through conductors, and the positive electrodes and the negative electrodes are connected with positive and negative poles of the storage battery of the solar power generating system respectively through wires. The method comprises the steps of (1), embedding the electrodes, connecting identical electrodes in a rebar welding mode, and arranging insulating layers on connecting rebar surfaces after welding; (2), installing and arranging the solar power generating system, wherein the solar power generating system comprises the solar cell panel, the solar controller, the storage batteries and the wires; (3), connecting the electrodes with the solar power generating system through the wires.
