[0022] Embodiments disclosed herein use empty GER (Generic Routing Encapsulation) packets for in-order delivery of packets of a session to a UE (User Equipment) during inter-RAT (Radio Access Technology) handover. Specifically, an empty GRE packet sent from a source gateway in a source RAN (radio access network) to a target gateway in a target RAN indicates the end of a data packet from the source gateway. The target gateway sends data packets received from the source gateway to the UE until an empty GRE packet is received. After receiving the empty GRE packet, the target gateway sends to the UE the data packet received directly from the network gateway. Although embodiments are described herein in terms of 3GPP and HRPD networks, embodiments of the invention disclosed herein are generally applicable to any downlink inter-RAT handover.
