Abstract

The invention provides a mobile communication system, a controller and a base station device thereof. A controller (4) is notified that remaining resource becomes equal to or less than a prescribed value (for example, zero) by a base station (CS). The controller (4) transmits a handover instruction message to the base station (CS) in response thereto. The base station (CS) gives an instruction for handover to other stations, to a mobile terminal (PS) connected. The mobile terminal (PS) hands over, for example, to the base station whose reception level is the highest among a plurality of other base stations receiving radio waves. Thus, resource busy at a handover destination is eliminated, and high-speed mobility of a mobile terminal is improved.
