The flushing liquid comprises the components of, by weight, 100 parts of water, 4-8 parts of a nonionic surfactant, 5-8 parts of an anionic surfactant, 4-5 parts of an amphoteric surfactant, 1-2 parts of Span 80, 1-2 parts of Tween 80, and 0.2-3.5 parts of a tackifying and shear-strength-improving agent. The method comprises the following steps: according to the formula, the tackifying and shear-strength-improving agent is added, and the material is well mixed by stirring; the other components are added, and the mixture is well mixed by stirring, such that the well cementation oil-based mud flushing liquid is obtained.
