A newly represented foliage constant is utilized for describing wind speed effect degree to foliage swinging in wind, thereby obtaining a new foliage clutter modeling method based on the pendulum model. According to the foliage clutter inhibition method, the foliage clutter is constructed to the pendulum model which is related with wind speed and blade length, thereby estimating the pendulum model parameter of the foliage clutter by means of a time frequency tool, and inhibiting the foliage clutter in an actual radar echo through clutter cancellation. The foliage clutter inhibition method is applied in foliage clutter inhibition. Not only can a better explanation for physical causes of the foliage clutter be obtained, but also foliage clutter inhibition in radar echo processing can be effectively finished. The foliage clutter inhibition method can be applied on a forest environment with a relatively high foliage density and is suitable for the environment with single tree type. Furthermore the foliage clutter inhibition method can effectively reduce a wind speed effect to the foliage clutter.
