The active power regulating and controlling system comprises an alternating-current power controllable unit and an alternating-current power natural control unit. The alternating-current power natural control unit comprises a switch arranged between an alternating-current bus and a branch alternating-current bus. The alternating-current power controllable unit comprises a rectifier, a direct-current resistor and an inversion branch unit, and the inversion branch unit comprises a branch resistor and an inverter. The system uses the alternating-current power controllable unit and the alternating-current power natural control unit for achieving mutual spare of natural current conveying and active power regulation of electric energy. During separate operation and control of the alternating-current power natural control unit, natural power is formed by a distributing line according to output power of line and load impedance; during separate operation of the alternating-current power controllable unit, output power of the low-pressure power transmission line can be controlled by adopting a constant current, constant voltage and constant power control method to form controllable power.
