The method includes: firstly, determining single-factor types according to a construction method: saturated uniaxialcompressive strength, rock quality designation, discontinuity spacing, discontinuity state coefficient and underground water; secondly, determining final evaluation categories and corresponding single-factor categories, and dividing the rock mass quality into I-V levels; thirdly, making single-factor evaluations, and determining a fuzzy relation matrix: generalizing and analyzing a membership function, selecting an S-shaped segmented curve, calculating the grade of membership of each level, and accomplishing the single-factor evaluations; fourthly, performing modeling by employing an analytichierarchy process: 1) establishing a hierarchical structural model; 2) constructing all discrimination matrixes of all hierarchies; 3) performing hierarchical single ranking and consistence examination; and 4) performing hierarchical total ranking and consistence examination; and fifthly, performing comprehensive evaluation.
