The invention provides a QoS flow speed limiting system and method. The method comprises the steps that a strategy management unit receives a configuration request, which comprise a request type and aspeed limiting request, for QoS flow from the outside; a guide flow table management unit transmits a corresponding flow guide table on a br-int bridge of a corresponding data plane node when the request type is a newly-added type, and an execution flow table management unit transmits a corresponding flow execution table comprising the speed limiting request on the br-qos bridge of the corresponding data plane node; each data plane node builds a corresponding speed limiting queue according to the speed limiting requests of each flow execution table on the br-qos bridge; the QoS flow corresponding to each flow guide table is transferred to the br-qos bridge through the br-int bridge; each QoS flow is put into the corresponding speed limiting queue through the br-qos bridge so as to performthe speed limiting processing. According to the scheme of the invention, the method can support QoS flow speed limiting with different granularities, and is high in speed limiting flexibility.
