The device comprises an anaerobic zone, an aerobic zone and an ozone zone which are sequentially arranged, wherein an inlet of the anaerobic zone is connected with a water inlet pipe, the upper portion of the anaerobic zone is connected to the aerobic zone, the upper portion of the aerobic zone is connected to the ozone zone through a pipeline, and an outlet of the ozone zone is connected to a water outlet pipe; an aeration device and a membrane component are arranged in the aerobic zone, and an ozone inputchannel is arranged in the ozone zone.
