The invention relates to a charging port opening device which comprises a charging port box and a charging port cover capable of covering the charging port box and further comprises a connecting rod arranged on the side, away from the charging port cover, of the charging port box and a power device in transmission connection with the connecting rod. The charging port box is provided with a rotating movable groove. The connecting rod extends out of the charging port box from the rotating movable groove and is pivotally connected with the charging port cover, and the power device is used for driving the connecting rod to move between the starting end and the stopping end of the rotating movable groove and driving the charging port cover to cover the charging port box or expose the charging port box. The power device is connected with a control device and used for automatically controlling the connecting rod to move between the starting end and the stopping end of the rotating movable groove according to a control signal of the control device. The connecting rod is connected with a power device through a gear pair. The invention further discloses an electric vehicle comprising the charging port opening device.
