Abstract

The embodiment of the invention provides a method and a device for adjusting the aggregation level of a control channel element (CCE). The method comprises the following steps: determining a CCE occupancy rate in each time slot of a cell where a terminal is located; according to the CCE occupancy rate and a preset occupancy rate threshold, determining a first parameter and a second parameter of the CCE occupancy rate in a current channel quality indicator (CQI) reporting period; if the target spectral efficiency of the terminal is greater than or equal to a spectral efficiency threshold value and the first parameter is greater than or equal to a preset first parameter threshold value, decreasing a CCE aggregation level of a physical downlink control channel (PDCCH) of the terminal by a first preset level; or if the target spectral efficiency is smaller than a spectral efficiency threshold value and the second parameter is smaller than a preset second parameter threshold value, increasing the CCE aggregation level of the PDCCH of the terminal by a second preset level.
