The system mainly comprises a waste heat boiler, a turboset, a condenser, a condensate pump, a shaft seal heater, a water feeding pump, a cooling tower, a flue gas waste heat recovery device, a steam-water heat exchanger, a drainage heat exchanger, a hot water type lithium bromide refrigerating unit, a water-water cooling heat exchanger and a data center machine room, the flue gas waste heat recovery device and the steam-water heat exchanger generate high-temperature hot water to be used for driving the hot water type lithium bromide refrigerating unit to produce chilled water to supply cold to the data center machine room, and meanwhile when the outdoor environment temperature is reduced, a natural cold source of a surface water source is used for performing supplemented cold supply on the data center machine room through the water-water cooling heat exchanger.
