The lever is pivotally mounted to the base 4 by means of screws 5 passing through mounting holes 6 . The locking element 7 is arranged on the elongate rod 9 . The locking elements are angled metal strips. The locking element is not constrained by the stop 8 on the lever but engages with the stop 8 on the lever. For example, the locking element may engage a detent on the stop or thread into or through the stop. The locking element comprises a generally circular hole 16 through which the elongated rod 9 passes. The longitudinal pole is mounted on the base. The spring 12 is arranged between the lever 1 and the locking element 7 .
