A backbone network of the testing system is built on the basis of a radio-frequency radio communication mode and comprises a trunk node (1) which simultaneously supports radio-frequency communication and wired communication, a convergent node (2) and a system administrative center (3) which simultaneously support the radio-frequency communication and the wired communication, and the trunk node (1) provides a wired communication interface for the communication of underwater sound communication testing nodes. The method comprises a uniform transmission mode of automatic framing data packets in different transmission agent, and a TDMA-based two-way transmission method of water surface radio-frequency radio communication.
