The method comprises the following steps: sending a first tunnel message by a first network element to a second network element; receiving a second tunnel message sent by the second network element by the first network element; and taking a first identification of a tunnel carriedin the second tunnel message as identification information of the tunnel by the first network element, wherein the first tunnel message comprises a second identification of the tunnel, and the secondidentification is taken as the first identification of a terminal; the second tunnel message comprises the first identification of the tunnel and the second identification of the tunnel, wherein the first identification of the tunnel is taken as a second identification of the terminal, and the second identification of the tunnel is taken as the first identification of the terminal.
