The device comprises an automatic compensation water tank and a permeameter communicated with the automatic compensation water tank, wherein the permeameter is connected with at least one measuring cylinder unit; the measuring cylinder unit is provided with a vertically arranged measuring cylinder with uniform inside diameter; floaters capable of floating with the ascending of the liquid level are arranged in the measuring cylinder; a plurality of liquid level position sensors capable of sensing the positions of the floaters are arranged on the wall of the measuring cylinder at intervals; and the liquid level position sensors are connected with a programmed electronic control unit. Through the device and by the method, a variable head permeability test function can be realized; the test process completely satisfies the relative national standard and industrial standard regulation; the device can continuously work for 24 hours to automatically detect the record; the batch detection working efficiency of the permeability test is fully improved; and the labour intensity of workers, the detecting work cost and the influence of detection personnel on the detection result is reduced.
