A water outlet of a solar heat collector assembly is sequentially connected with a first water storage tank, a hot water supply pump and a water inlet of a negative pressure membrane distillation device, wherein a steam outlet of the negative pressure membrane distillation device is sequentially connected with a condenser and a fresh drinking water tank, a water outlet of the negative pressure membrane distillation device is connected with a cooling water outlet of the condenser and a water inlet of a second water storage tank, a cooling water pipe of a water loop vacuum pump is sequentially connected with a coil heat exchanger and a circular cooling water pump in a cooling water tank, an air inlet of the water loop vacuum pump is connected with the negative pressure membrane distillation device, the condenser and the fresh drinking water tank, and a control device is respectively connected with the circular cooling water pump, a temperature sensor, an electromagnetic valve and a content gauge. The invention utilizes the same group of solar heat collector unit, and adjusts the heat need distribution of fresh drinking water and hot water for life according to the variance of solar radiation amounts in different seasons together with the demand variance of the fresh drinking water and the hot water for life so as to utilize collected solar radiation heat with high efficiency.
