An apparatus and method are provided for providing a structured rich media-based User Interface (UI) for producing situation-adaptive UI with a structured UI format composed of the rich media data including diverse multimedia and interactions. AUI UI format is created that includes a header and scene data. The header contains basic information on the UI and the scene data is composed of the UI. The UI format is encoded.
