According to the invention, the range of the continuous reciprocating oscillation of the glass along with the direction of travel is random and not less than the minimum set value, and the range of the continuous opposite reciprocating oscillation of the upper cold quenching grid and the lower cold quenching grid along with the direction which is perpendicular to the direction of travel is random and not less than the minimum set value; the ranges of the two oscillations are set randomly, the oscillation reciprocating point positions of the glass relative to the upper cold quenching grid and the lower cold quenching grid in the two directions are random, and the position of a wind spot formed on the glass is random; thus the wind spots formed by the glass reciprocating oscillation at every time are dispersed in different reciprocating points without the effects of repeated accumulation and continuous reinforcement, and the produced tempered glass has no wind spot basically.
