The promotion unit comprises multiple scales and promotes the multilayer pipe body to elongate to the bed; the photography unit photographs the promotion unit to generate image. The control module controls the promotion module to promote the elongation of the multilayer pipe body, so that when the sensing unit at the bottom of the multilayer pipe body touches the bed under water, the sensing unit sends a sensing signal to the control module, and the control module stops promoting the multilayer pipe body and controls the photography unit to photograph the promotion unit; the control module acquires a pier bed elevation and sends the pier bed elevation to a remote supervision unit, according to image or actuate state of the measurement module, so as to monitor bed elevation on a real-time basis.
