The method comprises the following steps that: the paging information between a mobile switching center (MSC) and a base station controller (BSC) is periodically acquired, and the paging success rate and paging congestion times are obtained; the opening or closing of a global service (GS) interface between the MSC and a universal grouping wireless service technical service support node (SGSN) is judged according to the paging success rate and the paging congestion times; the GS interface is open, and a user which registers simultaneously in the MSC and the SGSN carries out paging through the SGSN with the GS interface; and the GS interface is closed, and the user carries out paging through the BSC. The invention also discloses a device for dynamically improving the paging capability. After the embodiment of the invention is applied, when the resources are congested and a general packet radio service (GPRS) is used, the paging success rate is improved.
