According to the system, a water-in grizzly screen is arranged above a wall body of the side, facing towards the tide, of the pool; when the tide rises, seawater enters into the pool through the gaps of the grizzly screen; an water-out pipe is buried in a bottom mud layer close the wall body of the pool; a plurality of spraying orifices below bottom mud surface layer are formed above the water-out pipe; a pressure switch is mounted between the water-out pipe and the pool; when the gravity pressure difference of liquid levels of seawater inside and outside the pool reaches a range, the pressure switch is turned on, the water in the pool flows out in a way that water columns jet out upwards through the spraying orifices, so that nutrient substances at the bottom layer are brought to the upper water surface, so as to form the upwelling around the artificial fish reef.
