The method includes the steps of (S1) users set balance factors and initialize transmitting power according to positions of the users in a community; (S2) gain interference-to-noise ratios at the receiving end of a base station which the users belong to are measured to obtain signal interference-to-noise ratios of the users; (S3) relaxing factors are led in, and water injection level adjustment factors are calculated through the balance factors; (4) thresholds of the signal interference-to-noise ratios are initialized, transmitting power of the users is iterated according to the signal interference-to-noise ratios, the transmitting power and the water injection level adjustment factors, and new signal interference noise ratios are obtained according to updating of iteration; (S5) according to the thresholds of the new signal interference noise ratios and the largest transmitting power of the users, the water injection level adjustment factors are updated; (S6) if all the users can meet precision restriction conditions, the algorithm is finished, and otherwise, operations are carried out from the step S2.
