When a motion estimation is made for an image, a time estimation motion vector information determination unit determines a retrieval region for retrieving motion vector information as time estimation motion vector information, from within a reference region corresponding to the region to be subjected to processing in a reference image. A difference motion vector generation unit generates the time estimation motion vector information retrieved from the determined retrieval region, and generates difference motion information constituting the difference of the motion information in the region. The reference region is divided into a plurality of divided regions. The time estimation motion vector information determination unit determines, as the retrieval region, the largest region where the maximum area overlaps with the region, from among the plurality of divided regions in the reference region. This feature can be applied to an image processing device.
