The selected environment described in this specification is directed to an aircraft, such as a commercial jetliner, but it should be understood that the invention is equally applicable to other selected environments requiring the operating network to control bandwidth over certain networks in multiple modes. For example, the selected environment may be another type of vehicle, such as a car, boat, bus, train, or the like. The selected environment may also be a building, such as an office building or a wastewater treatment plant, or even a general interconnection network requiring a selection of modes of operation among multiple modes.
