A micro-evaporation environment is actively formed by use of an absorbent cloth net, and the hot air is quickly evaporated through the floating type absorbent cloth turntable immersed in the evaporator; and the absorbent cloth generates density difference in the evaporation process so that the floating type absorbent cloth turntable automatically rotates in the evaporator in a manner of deviating from the gravity center to realize continuous operation of the evaporation process. Since the evaporation process is not influenced by the boiling point elevation and the scaling of inorganic salts such as calcium carbonate and magnesium hydroxide, up-to-quadruple concentration evaporation of seawater can be realized. The device and method can be applied to the concentration treatment of seawater desalination, solar salt making in a solar field and inorganic wastewater.
