The method comprises steps as follows: coding videos into a base layer and an enhanced layer according to SVC (scalable video coding); transmitting the base layer videos and the enhanced layer videos according to connection states of a user terminal and a macro base station and a small base station, subjected to spectrum resource distribution, in the heterogeneous cellular network; if the user terminal is connected with the macro base station only, receiving the base layer transmitted by the macro base station; if the user terminal is connected with the macro base station and the small base station with a multi-stream technology, receiving enhanced layer videos transmitted by the small base station, receiving the base layer videos transmitted by the macro base station at the probability p, and receiving the base layer videos transmitted by the small base station at the probability 1-p.
