The invention provides a card data selecting method in an SIM card and a user terminal. The method comprises the steps as follows: obtaining a PLMN list of a current position, and determining a first operator list according to identification information of each PLMN in the PLMN list; selecting a plurality of sets of SIM card data stored in the SIM card according to the PLMN list and determining a second operator list; obtaining a target operator list and showing to a user to select by combining the first operator list and the second operator list; and then obtaining and activating the SIM card data corresponding to a target operator identifier selected by the user. Because each operator contained in the target operator list showed to the user is the operator which could access in a network service of the position where the user is currently located, the user could select any operator from the target operator list. The user terminal could obtain and activate the corresponding SIM card data so as to successfully access in the network, thereby improving network-access successful rate of the user terminal.
