The method for increasing the startup speed of the intelligent terminal comprises the steps of in a process of performing startup to execute a CPU algorithm, setting a delay time for delaying startup of the CPU hot-plug algorithm; setting a CPU running mode as an executive mode for enabling a CPU to be in highest-frequency and multi-core states; and after the setting of the delay time is ended, switching the CPU running mode to a normal mode for enabling the CPU to adjust a CPU frequency according to a normal startup load. When the intelligent terminal is started up, the CPU algorithm is delayed and the CPU mode is adjusted and switched for enabling the CPU to be in the highest-frequency and multi-core states, so that the problem of low startup speed of an intelligent mobile phone installed with an Android system is solved. Meanwhile, the invention furthermore discloses the system for increasing the startup speed of the intelligent terminal, which also can solve the problem of low startup speed of the intelligent mobile phone installed with the Android system.
