The capacitive sensor is mounted at the center of a plate spring of an axle and used for dynamically measuring load capacity of each wheel in real time; the controller ECU acquires values from the sensor and is used for monitoring the load capacity of each tire. Whether a vehicle has risks of unbalance loading and rollover or not in a running process is calculated according to an algorithm to realize alarming, active intervention is carried out according to rollover degrees of the vehicle, and an active intervention control valve in an active intervention control is connected with a brake chamber through an electromagnetic regulating valve to realize decelerating braking so as to reduce rollover risks.
