The method comprises the steps of obtaining parameters required for transmitting streaming media in the network; registering to a convergence router in the network through adoption of a multicast source registration mode; carrying and diffusing the parameters through a router multicast protocol, dynamically distributing multicast addresses, and generating an ensuring bandwidth path from a streaming media data source to the convergence router; establishing a multicast tree of which constraint parameters are ensuring bandwidth and transmission start and end time, and carrying out self-adaptive adjustment on the ensuring bandwidth and transmission time according to emergency situations of bandwidth and streaming media data; and deleting the multicast tree and releasing used multicast group addresses after the streaming media transmission is finished. According to the method, through combination of IP multicast and application layer multicast technologies, the parameters are sent to the router or a switch in the network, the multicast transmission ensuring service in the network is realized, and the real-time service of providing ensuring delay and bandwidth by the internet can be realized possibly.
