The powder is prepared from, by weight, high-alumina cement, ordinary Portland cement, gypsum, silica sand, silica fume, a water repellent, a water reducer, coal ash, a water retaining agent, an anti-sagging agent, redispersible powder, a water soluble organic compound early strength agent and an alkyl carboxyl retarder; the liquid is prepared from, by weight, an acrylic emulsion, butylbenzene emulsion, water, a defoaming agent and a corrosion remover.
