The wind and wave preventing fish and alga reef comprises a fish reef body which sinks to a seabed and an alga reef body suspended in water. The buoyancy of the alga reef body is greater than the gravity and the alga reef body is connected with the fish reef body via a connecting rope. The alga reef body comprises an alga reef rack body and a plurality of alga attachment structures arranged on the alga reef rack body. Each alga attachment structure comprises a vertical installing rod arranged on the alga reef rack body, a spherical alga reef rack with an upward opening and a plurality of alga attachment bases arranged on the spherical alga reef rack, wherein the spherical alga reef rack is provided with a vertical installing sleeve matching the vertical installing rod and is installed on the corresponding vertical installing rod via the vertical installing sleeve, and the vertical installing rod is also provided with a locking nut used for locking the vertical installing sleeve.
