Abstract

The method comprises the following steps: after a service base station of UE in a suspended state receives an S1-APUE context active message sent by an MME ((Mobility Management Entity), activating the context of the UE saved by the service base station; after downlink data sent by a gateway is received, sending indication information indicating that the UE needs to receive downlink data to the UE through a PDSCH (Physical Downlink Shared Channel); and sending the downlink data from the gateway to the UE through a PDSCH.
