The device comprises a solar heat collector, an evaporation room, a bubbler, a condensation room, a fresh-water tank, a cooling box and a solar photovoltaic plate, wherein the solar photovoltaic plate is connected with the bubbler by an accumulator; the solar heat collector is connected with the evaporation room by a hot water pump; the upper end of the evaporation room is communicated with a steam inlet of the condensation room; a water outlet of the condensation room is communicated with the fresh-water tank; an air outlet of the condensation room is connected with the bubbler by an air blower; the bubbler is arranged at the bottom surface of the evaporation room; the cooling box is connected with the condensation room by a heat exchange tube; a condensation chamber is arranged in the condensation room and is provided with heat exchange plates; one ends of the two adjacent heat exchange plates are fixed at inner walls at two sides of the condensation room to enable the condensation chamber to form condensation channel with alternating bending; one end of the heat exchange tube is inserted into the condensation channel with; and the side wall of the heat exchange tube closes clings to the side surfaces of the heat exchange plates.
