During application, the foam blocking material is diluted by the deionized water to prepare mixed liquid; the mixed liquid is stirred at a high speed to form even and fine foam; and the formed even and fine foam evenly covers the polluted soil to be treated, and a foam layer is formed on the surface layer of the polluted soil to be treated.
