The method for planning the power distribution networks includes acquiring power distribution network planning strategies of various regions of the whole country, the corresponding investment amounts and the corresponding average power outage durations of users; computing comprehensive scores of the power distribution network planning strategies of the various regions by the aid of a computational formula of Ci=(Mi-X)+(Ti-Y); acquiring the minimum values of the comprehensive scores and the power distribution network planning strategies corresponding to the minimum values; rectifying and reforming the regions with certain difference values between the corresponding comprehensive scores and the minimum values according to the power distribution network planning strategies corresponding to the minimum values. The certain difference values of the regions are larger than first preset values. According tothe technical scheme, the method and the system have the advantages that the quality of the power distribution network planning strategies of the various regions is judged according to the comprehensive scores which are computed by the aid of the investment amounts and the average power outage durations of the users, the planning strategies are determined to be the optimal when the comprehensivescores are the smallest, the power distribution network planning strategies of the regions with the high comprehensive scores are rectified and reformed according to the optimal strategies, and accordingly the purpose of optimizing power distribution network planning can be achieved.
