The method comprises the steps of firstly designing an approach and departure flight priority rule through comprehensively considering the takeoff and landing time of a flight, a delay condition, a passenger condition and a subsequence flight plan; then acquiring traffic requirement time distribution of an airport and a section based on the approach and departure flight plan information, track prediction information and airport and section capacity information of each airport in the section, andaccordingly distributing time fragment capacities of the airports and the sections; and at last, performing heuristic optimization on the flight time based on the priority rule by comprehensively adopting ground holding and flight time reduction measures under the premise of meeting the airport capacities, approach and departure rates of the airports, and the limitation on the section capacities,and reasonably distributing existing time slot resources. The sample data of the four airports in the North China area is screened for verifying the method provided by the invention. A result shows that the capacity-traffic balance situation can be effectively improved, the hour capacities of the sections and the flight time slot resources are fully utilized, and the delay degree of the flight time is effectively reduced.
