The method comprises the following steps: confirming a burying depth of a living garbage soil layer; confirming burying depths of various municipal pipelines under a road; confirming a minimum excavation depth of a deeply buried living garbage soil layer; if the burying depth of the living garbage soil layer is smaller than maximum burying depths of the municipal pipelines, completely eliminating off the living garbage soil layer; if the burying depth of the living garbage soil layer is greater than the maximum burying depths of the municipal pipelines, partially digging off the living garbage soil layer, flattening a field, constructing and prefabricating pipe posts, constructing post caps at the upper parts of the pipe posts, laying a lime soil pad layer, compacting and nursing the lime soil pad layer to strength, and refilling with plain soil in layers to elevation height of the roadbed; carrying out reverse pipe groove excavation, burying various municipal pipelines, and refilling pipe grooves; and grinding and compacting the roadbed till city road design standards, and carrying out surface layer construction after verification acceptance.
