The water treatment apparatus (100) is provided with: a flow passage (10) through which the water to be treated flows; an LED element housing chamber (30) disposed outside of the flow passage (10) with a window part (20) therebetween, the window part (20) being composed of a transparent member; and a plurality of LED elements (31) disposed in the LED element housing chamber (30), wherein the LED element housing chamber (30) has an inlet (34) and an outlet (35) for a dry gas, and the light emitting surfaces of the LED elements (31) are exposed to the space inside the LED element housing chamber (30).
