The method comprises the steps that user plane equipment receives a first message from session management equipment, wherein the first message is used for requesting to establish or update a first session, and the first message comprises a first network instance identifier of a network instance to which access network equipment serving theterminal belongs, and a network address of the access network equipment, and the network address is located in a message forwarding rule of the first message; the user plane equipment determines a message forwarding address according to the first network instance identifier and the network address; and the user plane equipment receives a message, determines that the received message is suitable for the message forwarding rule in the first message, and sends the message by using the message forwarding address.
