The land-saving and environmental-friendly municipal complex is divided into three three-dimensional layers from top to bottom: a ground floor, a negative first floor, and a negative second floor, wherein a parking lot and an urban leisure park are arranged on top of the ground floor; a sewage treatment operation area and a garbage discharge area are arranged on the negative first floor; a sewage treatment system area located below the sewage treatment operation area and a garbage compression transfer area located below the garbage discharge area are arranged on the negative second floor; and the floors are separated by load-bearing floors, the thickness of covering soil of the ground floor 1 is 1.5 m, and the design load range of ground floor 1 is 30-35 KN/m2.
