When radio network controller (RNC) completes interface signaling connection with service universal grouping wireless service support node (SGSN), SGSN judges whether local existing mobile users integrated services digital network number (MSISDN), if existing then not processing; otherwise SGSN obtaining mobile users MSISDN number from home location register (HLR); SGSN transmitting mobile users MSISDN number to RNC. Three modes can be used for SGSN transmitting mobile users MSISDN number to RNC, i.e. configuring obtaining mobile users MSISDN number requesting response message method; utilizing increasing recording MSISDN number public ID message method; or directly in public ID message permanent non-accessed layer user identification cell recording MSISDN method.
