Abstract

A wireless communication system and method capable of controlling transmission power to maintain a received signal-to-interference ratio (SIR) as close as possible to a target SIR. The received quality is maintained as close as possible to the target quality based on the block error rate. When the target block error rate is converted to the initial target SIR, since the target SIR required for the target block error rate varies with channel conditions, errors may occur due to channel condition mismatch. The outer loop power control process is used to set the target SIR for each code combination transport channel (CCTrCH) based on the desired target block error rate. The process may adjust the SIR step size to maximize the process convergence speed.
