The invention discloses a lighting lamp control device which comprises a remote-control transmission circuit, a master control circuit and a drive circuit, wherein the remote-control transmission circuit transmits adjusting signals for adjusting color temperature and luminance of a lighting lamp; the master control circuit decodes the received signals transmitted by the remote-control transmission circuit and transmits the adjusting signals after responding to the adjusting signals of the remote-control transmission circuit; and the drive circuit controls the duty ratio of output PWM (pulse-width modulation) signals to adjust the luminance of the lighting lamp according to an adjusting signal instruction provided by the master control circuit and realizes color temperature adjustment according to different mixed light proportions. The lighting lamp control device and the lighting system have the advantages that illumination level of a ward can be adjusted according different time periods such as in the morning, at noon and at night, a biological rhythm change process is simulated, and illumination intensity and light source color temperature in different time periods can be set according to circadian rhythm demands, so that the illumination intensity and the light source color temperature of the ward can be naturally changed, an optimal rehabilitation lighting effect needed by a patient is achieved, and rehabilitation efficacy of the ward is improved.
