If a judging result is that the communication information collected by the sensor comprises the corresponding alarm threshold information, the corresponding alarm threshold information can be transmitted to the monitoring center as alarm information by the monitoring unit. The monitoring center can judge whether the maintaining terminal is online or not, wherein the maintaining terminal is related with the communication tower and the communication tower corresponds to the alarm information. If the judging result is that the maintaining terminal is on line, the alarm information can be transmitted to the maintaining terminal in real time. The maintaining terminal can present the alarm information and a solution to maintainers, wherein the solution is corresponding to the alarm information.
