Provided are an image processing device and method and an electronic device using the image processing device and method. The image processing device can be applied to reconstruct a reconstructing image with a high resolution according to an original image with a low resolution. The image processing device comprises a feature point selecting device and an image reconstructing device. The feature point selecting device is used for selecting at least one feature point in the original image. The image reconstructing device is used for acquiring a corresponding first reconstructing image block with the high resolution of a first original image block comprising the feature point in the original image. Besides, with the first original image block as a center, reconstructing image blocks with the high resolution of other original image blocks around the first original image block in the original image are reconstructed according to the first reconstructing image block so that the reconstructing image of the original image is obtained.
