Abstract

A technical scheme of the embodiment of the invention is applied so that a base station carries out wireless communication and at the same time, obtains quality indications of current communication links and selects a new work frequency point according to current idle spectrum resource information and corresponding quality indications when frequency point adjustment processing is triggered and continues to carry out wireless communication on the new work frequency point. Therefore, a spectrum dynamic use capability of the cognitive radio system is used to select spectrums flexibly according to the communication quality of a current work frequency point itself and particularly, when the communication quality of a current work frequency band cannot meet communication quality demands of the cognitive radio, the device is readjusted to other usable frequency points to work until a frequency point, communication quality demands of which are met, is found. Therefore, it is ensured that the work frequency point can meet communication quality demands of the system from beginning to end and thus communication quality of a network is improved and reliability of system communication is strengthened.
