A system and method for dynamic spectrum management are disclosed. An information processing system registers a communication device for operation in a shared frequency range. The system performs a frequency grant procedure for the communication device by accessing a database that records interference power values for a defined frequency management region. To protect a first, primary system, the system acquires the active operation area information of the first system and the coverage area information of the registered communication device. The system then determines whether to permit radio wave emission by the communication device based on a comparison between the operation area information and the coverage area information. Radio wave emission may be denied if the communication device's coverage area overlaps with the first system's active operation area, thereby preventing harmful interference.

The present disclosure provides a mechanism for dynamic spectrum management to reduce crosstalk between subscriber lines by reducing the unnecessary power spectral density on some subscriber lines to optimize the overall performance of many subscriber lines. The decision of this reduction (or power back-off) is generally based on the loop distance between the central office and the customer equipment. The shorter the loop distance, the lower the power. However, this does not take into account the quality of each subscriber line, i.e., its background noise and external interference. The transceivers can receive this information, such as background noise and external interference. The negotiation procedure includes this information to adjust the power reduction so that the reduction does not degrade the potential best performance of these subscriber lines.
