According to the dynamic spectrum managing method, the information of the spectrum resources occupied by the fixed authorized user and the unfixed authorized user is acquired by the sensing device, and then the spectrum resource which can be utilized by the communication node is configured. Thus, the dynamic spectrum managing method may timely manage the spectrum resource which can be utilized by the communication node according to the occupation information of the spectrum resource.
